Legislation: Possession of marijuana is punishable by 90 days – 6 months in jail and a fine up to $1,000. Possession with intent to manufacture or deliver a controlled substance is a felony and can result in imprisonment of not less than one year and not more than five years, or a fine of fifteen thousand dollars, or both.
Conviction of possession of less than 15 grams triggers an automatic conditional discharge. Conditional discharge does not apply to a defendant who has previously been convicted of any offense relating to narcotic drugs or marijuana.
If you are caught with under 2 grams of marijuana you will receive a 250 dollar simple posession ticket and a court date. if you are caught with over 12 grams on you your looking at 1-5 in jail.
Law enforcement: The Local Law Enforcement isn’t very well paid or well-trained and won’t go out of their way to arrest some one for smoking pot. Just exercise discretion and you will be fine.

Possession within 1,000 feet of a school, school bus, public park, public pool, youth center or community center adds an additional 100 hours of community service to the sentence for possession.
Law enforcement: Police in Sheboygan generally aren’t very tolerant of marijuana, although they seem very uneducated about it in the sense that it’s easy enough to get away with smoking a joint in front of cops driving by or while walking downtown.

Legislation: A majority of Washington citizens voted in favor of medical marijuana in November 1998. “Fifty-nine percent of voters approved Measure 692 on November 3, 1998. The law took effect on that day. It removes state-level criminal penalties on the use, possession and cultivation of marijuana by patients who possess “valid documentation” from their physician affirming that he or she suffers from a debilitating condition and that the “potential benefits of the medical use of marijuana would likely outweigh the health risks.” Patients diagnosed with the following illnesses are afforded legal protection under this act: cachexia; cancer; HIV or AIDS; epilepsy; glaucoma; intractable pain (defined as pain unrelieved by standard treatment or medications); and multiple sclerosis. Other conditions are subject to approval by the Washington Board of Health. Patients (or their primary caregivers) may legally possess or cultivate no more than a 60-day supply of marijuan
a. The law does not establish a state-run patient registry.
AMENDMENTS: Yes.
Senate Bill 6032, which takes effect on July 22, 2007, mandates the Department of Health to “adopt rules defining the quantity of marijuana that could reasonably be presumed to be a sixty-day supply for qualifying patients.” The Department is instructed to report its findings to the legislature by July 1, 2008.
Patients who possess larger quantities of cannabis than those approved by the Department will continue to receive legal protection under the law if they present evidence indicating that they require such amounts to adequately treat their qualifying medical condition.
Senate Bill 6032 also affirms changes previously recommended by the state’s Medical Quality Assurance Commission to expand the state’s list of qualifying conditions to include Crohn’s disease, hepatitis c, and any “diseases, including anorexia, which results in nausea, vomiting, wasting, appetite loss, cramping, seizures, muscle spasms, and/or spasticity, when these symptoms are unrelieved by standard treatments or medications.”
The new law also limits the ability of police to seize medicinal cannabis that is “determined … [to be] possessed lawfully [by an authorized patients] under the … law.” Source: http://www.norml.com/index.cfm?Group_ID=4571&wtm_view=medical
Law Enforcement: There are cops. And they will bust you if it’s easy
enough for them, or if you’re being stupid enough.
Though illegal, with the new I-75 new local policy, marijuana intended for adult personal use has now been set as the lowest law enforcement priority in Seattle.
Even before I-75 passed Seattle police pretty much didn’t worry about pot smokers. According to a November 3, 2005 article in the Denver Post (Police Likely to Ignore Pot Vote, by Christopher N. Osher), in 2003 Seattle prosecuted 178 people for possession of marijuana.
After I-75 passed in September 2003, prosecutions plunged to 59 in 2004. This is a pretty low number considering Seattle is a densely populated city, 6800 people per sq mile, of 573,000.
Starting in September, Seattle cops were ordered to ignore small-time possession and only arrest people who smoke Marijuana in public.
a more recent report added: “It does not matter that we passed the decriminalization measure….the police just ignore the law and go after the medical folks anyway…..they are very successful at driving pot out of the core area, including the places you’ve mentioned were plentyful….everything is now, once again, underground and you do a disservice to folks by suggesting that law enforcement is going easy….they are not….again, read Seattle Weekly from August 2006…and bring your own to the city…”
and also “if you get arrested with marijuana in Seattle, it is not because of the marijuana. Its because you were being stupid. They don’t care at all.”
and: ” While its “legal” for med users, you’ll find that West Net is doing their very best to kill the med community behind the scenes. The Cannacare bust is a perfect example of what I am speaking of. Cannacare was there to help med users, so for their efforts…

The medical MJ laws here are less than functional, Without getitng into the whole long list of things that leave loopholes for LEO. Just take this one example. The law sez you can possess a 60 day supply. Who is the judge of a 60 day supply. I myself consume around 1.5-2 oz per month, making my 60 day usage 3-4 oz. Is that a 60 day supply? -OR- Is my friend down the road a bit that is suffering from cancer, who is in considerable pain and suffering bad bouts with nausea. He consumes around 3.5 oz a month. So is his 7oz the 60 day limit? I hope at some point that a revised law will be passed that will help and not hurt the med community. ”
Where to Buy Marijuana in Seattle: The whole area around Pike Place. The market itself, all the way up to 4th Ave, and all up and down the waterfront area.
Our local reporter’s contribution is: “I noticed that you didn’t include the park next to Pike’s Place Market as a place to buy weed. I’ve lived in Seattle for quite a while, and this area seems to have better street deals than either the U Dist or Broadway. In the U Dis., prices can be as high as 10 bucks for .5 grams, whereas I’ve never gotten less than .7 for 10 at the park, and it usually ends up being more like a gram.”
Another local reporter argued: “Buying off the street around Pike’s Place and downtown Seattle is extremely risky. Of the 6 times I’ve bought, 4 times, from 4 different people, I was given a bag of green shredded paper. Everybody is scamming like crazy.”
There are numerous dealers who work by beeper – you can get their numbers at any local head shop. Of course, you must be careful with who you ask or buy from, especially when making a purchase on the street.
a report from one of our surfers who actually tried to get some M-J in Seattle: ” I’m a new arrival in Seattle, and a couple weeks ago I tried the park next to the Pike Place Market. I have to agree with the other reporter who said that the place is full of scammers. I got ripped off twice in a row, and that was enough for me (I didn’t need to wait until 4 out of 6 to get the message!). I went to craigslist and got hold of a much more reliable-sounding distributer who will be coming by my apartment shortly. The park is fairly “street”, and I think if you don’t look the part (i.e. you’ve got something to lose) they will rip you off without a second thought.”
and the latest reports we have noted that: “you can go to the westlake mall in downtown seattle. look for the skater/hip hop kids sitting on the cement “couch” outside of starbucks or go across the street to the arch thingy. you can usually get a dime or a “twamp” here. do not buy from junkies or crackheads. do not go into any allies with anyone. if you happen to be in town during one of seattle’s many festivals, such as hempfest or folklife, you should go there instead. you can find all kinds of herb at the festivals.”
and also: ” I’m not sure what the deal is with the reports here saying that you can’t buy (or can’t buy w/o getting ripped off) weed next to pike place mkt anymore. I went up there this friday and had no trouble. Walked towards pike place, making eye contact with a guy sitting on one of the benches by the water fountain. walked away with 4 good quality dime bags. total time to score like 1 minute. I didn’t see any signs of LE, and the dealer didn’t seem overly cautious or anything, so I’d guess its still easy and safe to buy here.
For the people who said they’ve been ripped off – if you follow the rule of NEVER handing over any money until you have the weed in your hand and have examined it (the smell of good buds can’t be faked afaik), it would be hard for them to rip you off with green paper or somesuch.”
and: “Be careful near the park next to the Pike Place Market. There are bike cops there constantly and you often see them busting people. I eventually scored some bud after i got ripped off twice and someone attempting to give me pesticides and grass clippings instead of weed.”
and: “I am not a racist, but this is the number one advice you must take to avoid getting ripped off in Seattle. DO NOT buy from the guys on University Ave. They will rip you off, I have had an experience with this where I had to get in a guys face for 20 minutes just to get my money back, which at first didn’t seem possible. The dreaded hippies are who you need to ask, and you will find it every time. I am 4/4 going to the U-district on University Ave, just make sure you go during the day and not at night to look.”
and: “I’ve had good luck with the park (Victor Steinbrueck Park) north of Pike Place Market. Not once have I walked away empty-handed, and usually I’m approached within a minute — if not, I just look around until I spot a deal being made and then approach the dealer once he’s done with the customer. Quality tends to be pretty good.
Two consumer tips:
1) Don’t ask for a dub sack (i.e., $20). In my experience, you’ll get the same amount — usually about .7 grams — as if you asked for a dime bag (i.e., $10). I think the dealers just stock one size and sell it for whatever you’re willing to spend.
2) Sometimes the person who approaches you is actually a broker of sorts. The good news is that these people won’t ask for your money up front — instead, they’ll get the dealer and bring him over to you. The bad news is that the middleman will usually ask for $5-$10 for his “services.” I’ve been able to decline this “surchage” — they seem not to ask until you’ve paid the dealer and been given the goods — but it can be a little intimidating.”
and also: ” i just wanted to add that in the park next to pike place market i have always had good luck. most locals are very friendly and will help you find what ever you are looking for especially if you are willing to share. i have always found the best buds accross the street from the park next to pike place. if you get a dealers number they can usually get you about anything you want and alot are willing to meet you anywhere in the city.”
and: “I just got back from Seattle’s University street between 45th and 50th. I could not score no one asked me to buy and those I asked (2) told me they didn’t know. Cops drove down university every 15 min. and once parked their car and hung out for a while. Maybe I look like a cop or something but for me it was a complete bust. I went over to the park near Pike’s Place and it was “street”, still no dice two bike cops watched the park from a half a block away the whole time.”
Seattle Marijuana Prices: Depends on who you know, if you’re a regular buyer
from a dealer, usually, you can find the main source of supply, and can get
pretty sweet prices (1/8ths for sometimes $30 or so).
Standard pricing as everywhere else, mostly though. 1/8 for $40, 1/4 for
$80-$100, etc etc. Again, it also depends on what you’re buying.
and also: “If you know someone, you can get an ounce of BC Bud for $200, though the average is between 240-260. The locally grown afghan indica and F1 hybrid varieties are higher quality, and you usually pay between 280-300 for an ounce of that chronic.”
Brands: Everything under the Sun. Sometimes depends on the
season, as outdoor grown weed is a large percentage of what is sold.
But you can get everything from purple, to AK, BC, and various hybrids are
the most common. If you’re lucky, you’ll be able to get some high ranking
stuff (northern lights, white widow, etc)
Special Marijuana Events: The Seattle Hempfest is conducted once a year, usually on August, and is actually the largest event in the US.

WeBeHigh reporter Update:
“I decided to check out University Way NE (the Ave) between 45th and 50th streets because of the info from a report on this website. I have since been there twice to buy herb, and it is way easy to score some great buds there. All you have to do is walk down the street and either ask somebody, or wait for somebody to offer to sell weed to you. I find that its helpful to smoke cigarettes as you walk, then when somebody asks to bum a cig off you, ask them where to score some herb – many people will be willing to help you out. The second time I purchased pot on the Ave it was some real dank shit. The first time it was about average (for local standards) but still good.
Marijuana prices: I believe $40 per 1/8 is about average. However, today I got a 1/4 of dank buds for $80, and the guy I got it from seemed a bit surprised his source “only” gave me $20 back from the $100 bill I gave him.”
More information: Many cities claim to be pot-friendly, and probably are compared to most of America. However, I would say Seattle truly is pot friendly, even compared to other “pot-friendly” cities. With just 59 pot prosecutions in 2004, we have the statistics to back it up.
According to the same Denver Post article cited above, “Denver officials say the outcome (of Initiative 100) will be more like Oakland, where police are ignoring a pro-marijuana measure voters approved last year. Oakland police continue to arrest people who use marijuana, say city officials and pro-marijuana proponents there.
The (Denver) City Attorney’s Office last year prosecuted 1,565 people (compared to 59 in Seattle) last year under state law, which calls for a fine of not less than $100.”
Don’t hang around there after dark. The place fills up with crackheads. And not the isolation crackheads, but the ones that bother you constantly. And sometimes there are some asshole wannabe “gangstas” who will hassle you. Cops during the lunch hours. From 12:00pm-4:00pm, cops are pretty regular, but don’t bother you unless you’re being super careless.
Smoking tolerance level [1= very illegal 5=virtually legal]: 2
Legislation: Possession of 30 grams or less of marijuana is a misdemeanor, punishable by up to 30 days in jail and a fine of up to $500. The penalties for possession of greater than 30 grams increase to a possible one year in prison and a fine up to $5,000.
Law enforcement: Cops will grab you for anything. If caught you will go to central booking and be held for 48hrs.
Where to buy marijuana: Look for younger dudes near the University on a weekend night, the basketball courts, or downtown near the mall.. Try to talk to em for a few minutes; If its a U.C. they’ll be extremely rude and walk away (one actually told me he was a cop before I mentioned weed and that I was interfering with an ‘ongoing drug surveilliance’) You’re best bet is the hit up Mulberry St. on a Friday or Saturday night and try to bust a party; It’ll be readily availiable in there (As will free alcohol).
Marijuana prices: Depending on what you get $10 – $30 a gram. $50 – 70 for a half $90 – $300 per oz.. rest is really dependant on who the dealer is and what the stock is like.
Marijuana brands: Schwagg, Downtown Brown, Mids, AZ, Haze, & Dro, but again it depends on the time of year, the dealer your talking to, and the stock on hand.
More information: Southside & Westside watch for police; recently the areas got really hot and the city has increased patrols in those districts. Downtown, Eastside, & North you should be Ok. Up North be on the watch for white dealers as they usually sell gahhhbage.
Smoking tolerance level [1= very illegal 5=virtually legal]: 3
Legislation: Up to 25 grams is a possession ticket. You may get arrested and taken in for the night, but when all’s said and done it’s just a fine of $100 for a first offense and $200 for a second. From there to two ounces is a misdemeanor. The fine is $500 and you can get up to three months, but unless there are aggravating circumstances any half-competent lawyer can get you probation on this. Two grams to eight ounces is a class A misdemeanor, one year and/or a $1,000 fine; anything more is a felony. Possession of more than eight ounce, and sale of any amount over 25 grams, is a felony. Smoking itself is not illegal in New York, but smoking in public is a misdemeanor, treated the same as possession of 25 grams to two ounces. Paraphenalia penalties are heavy in New York; the fine is $1,000, and theoretically you can get a year, although in practice you’ll never get jail time for just a couple pipes or bongs. Still, you might want to stick with papers and blunts an d avoid the hassle.
Law enforcement: Until the late 90s, Schenectady’s infamously corrupt police department only used marijuana laws as a way to harass people they had it in for. Nowadays, there is some effort at enforcement, but it’s mostly against dealers. The police here are too concerned about crack to go out of their way to find smokers. Dealers need to be careful, and a cop will search you and ticket you if your car blatantly reeks of weed, but in general, smokers don’t have much to worry about. Don’t smoke when walking down the street, but in the neighborhoods people smoke on their porches all the time, and as long as they don’t bother anybody nobody bothers them. I can’t count the number of times I was on a porch as a teenager, beer cans sitting out in the open, blunt burning, and police cars just rolled by without a second glance.
If you get caught for simple possession, there’s a good chance the cop’ll let you go without a ticket, although they’ll definitely take your stuff, and they might even take you to jail for the night. Even if you get a ticket, it’s no big deal. If you get caught dealing, though, expect to be charged.
Where to buy marijuana: Although crackhouses aren’t as common as they once were, they are still around. Just ask around any poor neighborhood and you’ll find out about “knock spots” where you can go for weed, coke and crack. Such spots aren’t as obvious as they are in some cities; asking is a better way to find one than walking around looking.
You can sometimes find dealers on the street in the rougher neighborhoods, Hamilton Hill and Vale, and on parts of State and Albany streets at night. Ask any younger guy who’s dressed like a thug and doesn’t seem to be doing anything in particular. It’s a good bet that either he or someone he knows has some bags for sale.
I wouldn’t recommend either of these two routes, however–although you can definitely find some this way, the weed won’t be good and you’ll get a smaller bag than you would otherwise. A lot of people smoke here, and even the people who don’t are usually relaxed about it and will help you find some if they like you. Just meet some younger people, or really people of any age in the hood, and you’ll get a decent deal. Drinking is one of the few things to do in this town, so bars are always a good place.
Marijuana prices: Midis: $100-110 an ounce for the lower grade ones, up to $180 if it’s good mids. Midis are rarely sold by the eighth; you usually get them in nicks (a fat joint), dimes (a fat blunt) and 20s (a little more than two dimes), and if you want more than that, the least you’d get is a quarter or half ounce.
Hydro/Kine bud: $35 to $45 an 1/8, depending on the quality and availability. Ounces go for anywhere between $200 and $280.
Marijuana brands: Midis are the easiest to find here, especially in the hood. They’re full of seeds and sticks, but the midis here are significantly better than the brown, shaky schwag you can expect to find for cheap in a lot of towns. If you get a bag a dime or bigger, you can expect it to have actual green buds in it, even if the buds are compressed brick weed.
Better weed (kine bud in local parlance, although you sometimes hear dro and haze, especially in the hood) is available. Your best bet is to try college students, or younger people from the burbs; when it’s available in the hood, it’s often overpriced and overhyped unless you know the guy selling it.
More information: Despite its Dutch origins, Schenectady is not exactly a weed mecca. But weed’s a lot easier to find than in Troy, and both the cops and the locals are a lot more relaxed than in Albany.
Smoking tolerance level [1= very illegal 5=virtually legal]: 2
Legislation: Same as all of Illinois MJ is illegal and the standard rules apply, the penalty to watch out for is possesion of over 3.5g and a scale or baggies, cops will hit you with intent to deal
Law enforcement: Average, not particulary observant or prevalent but stay off the main streets at night, namely Biesterfield/Wise, Plum Grove, Schaumburg and Roselle. If you do get stopped be polite and it’s possible the Police will just dump or take your weed and pieces.
Where to buy marijuana: It’s tough to buy in Schaumburg without having a hookup. However, If you can convince young adults seen smoking that you are not police they will most likely be willing to hook you up. The only other options are to try to get some at a local bar such as the Alumni Club or Bamboo Room, or cruise around for a house party. Beware the bars though Undercover Cops are frequent visitors.
Marijuana prices: 25-30 USD for Regs (1/8th) 50-60 USD for Hydro (1/8th)
Marijuana brands: Dro is by far the most prevalent type of weed in Schaumburg and most of the weed will be of good quality. It is also possible to get Regs but this is a good deal harder to find because there is not much demand for it. Occasionally some Blueberry, White Widow, and Hawiian Gold will be around but don’t expect to get any without a good hookup.
More information: Schaumburg isn’t a bad place to smoke and the best way to do it is to roll around the many neighborhoods and side streets in a car. Also walking around on the streets is pretty low risk. Without a hookup getting weed is tough but possible; but I recommend finding a friend or acquaintance who can get you a number.
Smoking tolerance level [1= very illegal 5=virtually legal]: 3
Legislation: you would think it would be almost legal like in portland, oregon which is 15 miles away , but it turns out to be strictly illegal. Possession of less than one ounce of marijuana is only a misdemeanor, punishable by a fine of $500 – $1,000. Conditional discharge (where the offender may opt for probation rather than trial on his first prosecution) is possible for possession offenses(!). Possession of one ounce or more is punishable by up to 10 years in prison. Recreational smoking is somewhat decriminalized as users and dealers with small amounts (1 oz. or less) are a low priority for law enforcement. Marijuana is legal for medical purposes in Oregon, but you must have a permit that is issued by the state with proof of doctor’s prescription (which may or may not be easy to obtain, depending on your connections). another reporter added: “* With no prior felony convictions, if convicted of possession of less than one pound of marijuana a judge must impose a sentence of probation with mandatory drug treatment. If no treatment center exists within the jurisdiction, the judge may waive the treatment requirement. They judge can also waive all fines. ** Unless previous conviction of paraphernalia sale or possession (if previous conviction, 90 days to 1 year). Paraphernalia sale to a minor at least 3 years younger than actor- State Jail Felony = 180 days-2 years; $10,000 Possession of two ounces or less of marijuana is punishable by up to 180 days in jail and a fine up to $2,000. Possession of greater than two ounces is punishable by up to one year in jail and a fine up to $4,000. For greater than four ounces the penalty increases to 180 days – two years in jail and a fine up to $10,000. Possession of greater than five pounds carries a penalty of 2 – 10 years in prison and a fine up to $10,000. For greater than 50 pounds the penalties increase to 2 – 20 years in prison and a fine up to $10,000. For any amount greater than 2,000 pounds the penalty is 5 – 99 years and a fine up to $50,000.
Law Enforcement: The cops here are eager for special forces raids on a house full of highschoolers smoking a joint. That’s why meth is so ridicously common in these parts because the cops will waste their time busting your stash, instead of raiding a meth lab.
Where to buy marijuana in Scappoose, Oregon: Most people go to the skatepark, but that is hella sketch because it is in the front lawn of the skatepark. your best bet is to go to the small gas station/ convenience stores and ask some younger adultss that sre just hanging out. mostly all of them smoke ganji out here because everything is so boring. don’t be afraid to ask.
Marijuana prices in Scappoose, Oregon: $20 for 1.7 grams or $40 for 3.5 grams
More information: keep your pipes and joints down when you driving through this town on Highway 30. turn your stoned smile down to a frown, when you see a cop ridin dirty.
Smoking tolerance level [1= very illegal 5=virtually legal]: 3.5-4
Legislation: Possession of less than one ounce of marijuana is a misdemeanor and can be punished by up to one year in jail and a fine of up to $1,000. However, upon a first drug conviction the offender may be placed on probation, and upon successful completion the proceedings against him may be discharged. Possession of one ounce or more is a felony and is punishable by 1 – 10 years in prison.
Law enforcement: Savannah police are very overworked and underpaid. If you have small amounts (under a couple of grams) you’ll probably get let off with little or no issues. Up to an ounce, you’ll be looking at a fine and maybe a night or two in jail. Just don’t toke up in the touristy squares or on River St., and you’ll be fine.
another reporter added: “Savannah Cops are over worked. Thats why you do not play in Savannah cause all they do is ride. It doesn’t matter if you have anything that will change the color of a test, you will take a ride (I have made two and both were just a routine traffic stop.) Savannah has two departments just for smoker called CNT and HEAT, they love to see anything that doesn’t look right, like your man get in your car and then get back out. Make a ride to do the deal. ”
and also: ” I know many people(including myself) who have been arrested in Savannah for marijuana. Even small amount will get you in a little trouble. If it’s your first offense, (less than a ounce and not in separate packaging) you will most likely just have to appear before a judge. Most common punishment is 6 months probation 18 hours community service. ”
Where to buy marijuana: Anywhere on the Southside. Stay away from the downtown square area since the clubs are in the area and you will see cops. Southside Savannah is a bad area but the safest to look for smoke. The easiest way to go is to look for someone standing on the street curb infront of a house with people on the porch. Highway 204 area contains numerous dealers as well as Meth dealers. 37 street exit of Highway 16 is also a good spot. Make sure you have your money counted out and do not flash because yes, rapper’s get shot in Savannah.
another reporter added: “Downtown is easy to get marijuana. Unlike what other reports say about going to the Southside….It’s a waste of time and for bad bud. Southside is also safe despite what reports say. I’ve lived here for 4 years and most of the crime and stupid crap is downtown.”
and also: “Marijuana is abundant in Savannah, however if you’re (especially white male 30-45) “not from the area” except to be asked if you’re a cop. Mainly black dealers will sell to whoever. Downtown area is a dangerous place at night, but good for bud during the day. South side is great for herb but the layout is hard to find a dealer. Best bet is walk around downtown during day and head to the coffee shops (The Gallery ,The Metro, or The Bean), stike up a conversation with someone who looks like they will smoke, usually they can point you in the right direction.”
