Cannabis is schedule II in Canada (for more than 3 kg). Canada’s cannabis control laws are spottily enforced, with the west coast (British Columbia) being well known for its high quality cannabis and low levels of enforcement. In 2002, Canada’s federal government made several findings in favor of cannabis legalization and medical use approval. Although the status of medical cannabis is still in flux (sep 2002), the Canadian government has several times voiced its intention to support full medical use. In July 2000, an Ontario Court of Appeal ruled against the Canadian law because it did not address medical necessity and on July 31, 2001 a new regulation was enacted by the cabinet which addressed medical use. In January 2003, a lower Ontario court ruled simple possession laws banning cannabis unconstitutional, although it is unclear what the long term implications of this might be.
Law Enforcement: From what I understand anything less than 30 grams you can get away with if it’s all in one bag. Anything involving bags, scale or money can lead to prosecution.
One of our reporters added: “I have been caught with over 9 grms and not had any para broken only weed jacked. Also I have been caught in a boxed car with weed and told the officer as i rolled down the window that i was meeting friends. He told us to have a nice night.”
and another local reporter added: “Been living in Winnipeg my whole life, I’ve walked down the street with a 3ft glass bong… cops drove by and did stare, but never stopped. Been pulled over hot boxed more then once, always got a warning. Had cops find about 20 grams of weed on me when I was 15 (I’m nearly 20 now), they told my school that I was smoking(which was near by), but threw my pot in the river(seriously) so the school had nothing on me.”
and also: “the laws are flexed on pot use example, 28 grams not bagged=be ok but if you even have ten grams bagged probably get charged with intent to sell. Bottom line dont smoke around police.”
and : “For the most part they don’t care. Usually they’ll just take it away and let you go. You can get charged if you have anything over 30g or if you have a scale or any other “selling equipment.””
Where to buy Marijuana in Winnipeg:
the safest place to by weed for a visitor is in Osbourne village near downtown but only in months that don’t require a parka. there are usually a few dealers hanging around the intersection of River st and Osbourne.
-best bet is to go talk to a local, we are friendly it says so on our license plates.

and another local reporter added: “This is the part I wanted to add to… the place you have described a.k.a. “the circle”(corner of Osborne and River) is the most known place(It is in front of a subway). In the winter they often go into the bus shack right in from… usually g-unit looking types. BE CAREFUL many honest dealers there have been beat up and kicked out for giving good grams. If its wrapped in tin foil make sure its good. If you do buy from there don’t be too surprised if you receive .6 or .5(at the very very least), because this does happen.
Also another very good spot that you guys do not have on there is Portage Place… the downtown mall. On Portage Ave about 4 or 5 blocks west of Main street you will see sky walks crossing this very busy street(which happens to be the trans-canada highway). These sky walks all have shops in them and attach Portage Place to all the other office buildings around. the largest bus stop in front of Portage Place is teaming with pot dealers. Also on the east side of this mall in the summer are two hot dog carts and a large marble square also teaming with dealers(they like the hot dogs I think)”

and: “Osbourne and Roslyn (right before the bridge, I call this area the ‘Roslyn Pharmacy’). quality is hit and miss. sometimes you can find someone selling some really good stuff. sometimes you’ll find your bag a gram or so short.”
and : “Easiest places to get it are the Osbourne Circle and Portage Place. However, Osbourne Circle is infamous among locals for being very shitty or dirty (laced) weed. Usually skimpy grams too. If you happen to be in Winnipeg during school you’ll find better, cleaner stuff at just about any high school in the city. If you’re in the area, the Stafford St. Doors of Kelvin High School is full of dealers who, for the most part, have really good stuff.”

Grams are usually always 10 bucks but since the summer is a dry part of the season good buds can be the higher end of these prices. Com winter more hydro comes out and the price go down.

On 4/20 hundreds of smokers gather at the legislative building, more commonly known as the leg (pronounced ledge) and smoke weed with security and police standing by, not doing anything about it. Hot dog and ice cream vendors gather around the area to sell the smokers food, usually with some sort of discount at a smoking related store offered if you buy their food. Overall it’s a smoker’s paradise.
