Racine, WI, Wisconsin
Smoking tolerance level [1= very illegal 5=virtually legal]: 2
Legislation: Conditional release is valid in Wisconsin, meaning The state allows conditional release or alternative or diversion sentencing for people facing their first prosecutions. Usually, conditional release lets a person opt for probation rather than trial. After successfully completing probation, the individual’s criminal record does not reflect the charge.
Possession of marijuana is punishable by up to 6 months of jail, plus a fine of up to $1,000 for the first offense, and for subsequent offenses, the possible penalties double.
Possession within 1,000 feet of a school, school bus, public park, public pool, youth center or community center adds an additional 100 hours of community service to the sentence for possession.

Law enforcement: Racine cops will take any easy arrests they can get, so you don’t want to make it easy for them. They are very concerned with cracking down on heroin (making a resurgence), crack, and meth. If you are seen or caught with a glass pipe you will be treated like a crack user, that is to say, very harshly. Don’t draw attention and you will likely be left alone. However, the cops from the outlying burbs like Caledonia, Mount Pleasant, Wind Point, Elmwood Park, and Sturtevant are hard asses regarding weed. These are low crime areas and the citizens expect the police to “keep them safe from the scourge of dope”. If you look like you are not from there or are attracting attention you will be hassled. At the slightest probable cause you will be searched. In Wisconsin the cops are allowed to search you for reasons of “officer safety”.
Where to buy marijuana: In the Racine area there is no one or two places to go to find weed. Like many smaller cities, it is unlikely to happen without knowing someone. But all is not bleak. During the summer months there are festival events at the lake front, the beaches, and the zoo. During these events you may find stoners willing to hook you up. There is no real “bohemian” part of town so if you are visiting Racine patronize some of the trendy bars and make small talk with obvious stoners. You will get hooked up once trust is established. Do everything you can to not appear to be an undercover cop such as bum a smoke from the person you are talking to. The police deparemts here do not allow tobacco use by their officers and regularly test them for tobacco use.
Marijuana prices: pretty much the same as Milwaukee and Kenosha.
Schwag with seeds 100-150 for oz
Nugs, hydroponic, kind bud, dank will cost 50-70 an eighth
Marijuana brands: due to the fact that many of the college age people attend school at UWM, UW Parkside, MSOE, Marquette, and Madison, and commute, brand names are not unusual.
More information: Racine is a blue collar union town and not especially friendly to pot smokers. Still there are enough stoners to have a distinct counter culture. Unlike Milwaukee, there is no hippie or “bohemian” side of town so the stoners must blend with the population at large.
