Legislation: it is against the law to possess marijuana in Canada. If you have baggies, scales or other selling paraphenalia, you may be charged with trafficking.
Cannabis is schedule II in Canada (for more than 3 kg). Canada’s cannabis control laws are spottily enforced, with the west coast (British Columbia) being well known for its high quality cannabis and low levels of enforcement. In 2002, Canada’s federal government made several findings in favor of cannabis legalization and medical use approval. Although the status of medical cannabis is still in flux (sep 2002), the Canadian government has several times voiced its intention to support full medical use. Non-viable Cannabis seeds and Cannabis stalks (that do not include leaves, flowers, seeds or branches) are exempted.
In July 2000, an Ontario Court of Appeal ruled against the Canadian law because it did not address medical necessity and on July 31, 2001 a new regulation was enacted by the cabinet which addressed medical use. In January 2003, a lower Ontario court ruled simple possession laws banning cannabis unconstitutional, although it is unclear what the long term implications of this might be.
Law Enforcement: Marijuana is illegal in Quebec, so the police is looking for it. If you are caught smoking weed in public by a police officer, usually all that happens is they take it away, sometimes search you, and usually tell you to smoke it wherever they can’t see it.

All around the city, when it’s sunny outside, just take a walk and use your nostril.

If you happen to be in the city for the 24th of june, every year it’s “St-Jean-Baptiste” day, meaning this place and around

City tale: I am getting off the end of a trip here in Quebec City and have been unsuccesful in getting any weed. All the locals here seems to smoke but no one had any to buy. A couple locals I asked who were wearing something with a pot leaf on it acted VERY sketched out by me asking them, but most people were very friendly, gave me a bit of advice, and wished me luck. I spoke with some European backpackers who also had been hunting but had not had any luck. The weather here is poor, cold obviously since it is January, foggy and rainy. As a result there are very few people on the street. Those I talked to said that in good weather it is easy to find someone. In bad weather they said there usually was none to be had in Old Quebec, except maybe at one of the McDonald’s. They said try by the bars downtown and I may have better luck, I didn’t, but I did not have much time to try at that point. Yesterday I went into a head/porn shop located by the o ld Quebec wall and the guy working said he could hook me up if I came back at 9pm. Unfortunately I was not able to make it back due to other plans, but I tried returning to the same head shop the next day, a different guy was working. I hinted at what I needed and he asked if I was “looking for something to smoke.” I told him yes and he said “No, no” and looked uncomfortable. So although myself and other travelers had no luck, the people were generally cool and tried to help, and I did have the one positive response from a shop worker. So difficult to find in bad weather, but try downtown around the bars. In the more pleasant seasons just walk through the parks in Old or New Quebec and you’re very likely to come across something.
