Legislation: Possession of less than one ounce of marijuana is a violation, the same as a traffic ticket. Punishment is the judge’s discretion but the penalty is monetary only; a $500 minimum – $1000 maximum fine, no jail time, no probation.
Conditional discharge (where the offender may opt for probation rather than trial on his first prosecution) is possible for possession offenses(!).
Possession of one ounce or more is punishable by up to 10 years in prison.
Recreational smoking is somewhat decriminalized as users and dealers with small amounts (1 oz. or less) are a low priority for law enforcement. Marijuana is legal for medical purposes in Oregon, but you must have a permit that is issued by the state with proof of doctor’s prescription (which may or may not be easy to obtain, depending on your connections).

Possession of two ounces or less of marijuana is punishable by up to 180 days in jail and a fine up to $2,000. Possession of greater than two ounces is punishable by up to one year in jail and a fine up to $4,000. For greater than four ounces the penalty increases to 180 days – two years in jail and a fine up to $10,000. Possession of greater than five pounds carries a penalty of 2 – 10 years in prison and a fine up to $10,000. For greater than 50 pounds the penalties increase to 2 – 20 years in prison and a fine up to $10,000. For any amount greater than 2,000 pounds the penalty is 5 – 99 years and a fine up to $50,000.
Law Enforcement: Portland police are very forgiving toward marijuana smokers, and do not look for them. In fact, there are some areas in Portland (see “spots”) where it is very common to smoke pot in public.
Small time dealers and recreational smokers with small amounts are usually not harassed, although recently police have stepped up their efforts to chase away street dealers due to complaints from some uptight visitors to the downtown area. If you are unlucky enough to be stopped by the police for marijuana, they will probably just take it away from you.

Finding herb in Portland is as easy as going to a local head shop and talking to a few patrons. We are all friendly smoker who understand another’s love for herb. Also, check out Mt. Hood given the chance. some lift operators sling bags, and plenty of snowboarders herb. there’s nothing like sitting at the top of the ski run and smelling that sweet skunk wafting through the trees.
Also check ot an area known as “The Park Blocks” along Park St. across from the Portland Art Museum – it is a good place to find street dealers. Look for young people dressed in “hip-hop” or “punk” style with back packs, cargo pants, etc… hanging out in small groups.
Waterfront park is another place you can look for buds, but be careful — some are out to rip you off, usually in terms of quantity, not quality. You will usually get a better deal from people who know you. A local reporter said that:”I’ve been buying bud on and off from the Waterfront area for the last 5 years. Cops come and go, but dealers usually work with spotters who are on the look-out. Look at the product before you buy (dealers tend to offer at least a peek at the bag). ”

another reporter added: “Along the north part of the waterfront downtown, or in the south park blocks from about Salmon to Market. Look for the people who aren’t eating lunch, aren’t sitting alone or conversing, aren’t far from the main traffic lanes. Somebody usually has a bicycle. On busy days, they may have some things for sale, like jewelry or even pipes. But mostly they’re standing around talking about nothing, waiting for you to join their conversation. Start with the person who’s looks most like you or your best friend. Or, hang out nearby for a while, and see whether somebody asks you where the bathrooms are, or some other lame question.”
and also: “water front .. also know as skidmore fountain you should see people openly smoking bud. Use your head if a guy looks like a douschebag he probably is and will probably rip you off. ”

Brands: All types of high quality green bud are available here. As mentioned earlier, you may get ripped off in terms of quantity, but the quality is usually excellent.
For the southern smokers who wanna know what we got up here… Most the bud is KB quality as you would call it in the soulth, but every once in a while you can get sum dro too.
