Legislation: Cannabis is legal only for cultivation in Japan, where only license holders are able to grow and possess cannabis. Therefore, the only persons allowed to possess Marijuana are growers and researchers with a permit.

I’ve been caugh smoking weed, i can tell you that cops don’t let you go so easy, but “luckly” my weed was some fake weed, and they let me go… but it was a very very very unhappy evening.
Be caryfull if you smoke in park or anywhere else outside, ’cause if someone see you, he will call police immidiatly..
Law Enforcement: The main thing is that the police have to ask to search you. If you say no they can’t do anything. It’s not good to drive because they can stop your car and get your license number. walk, take a taxi, or the subway. Don’t let them search you or look at your passport. Just say No! and walk away. They might try to strong arm you but do not let them search you. If you are under arrest you will be in handcuffs otherwise walk away.
Cops are really cracking down. Shibuya is still available but is VERY creepy. There was a pretty big bust about a week ago.

Where to buy Marijuana in Tokyo: Since law enforcement is so tight in Tokyo, you should be very careful with street purchases. However, if you are set on making a purchase, try going to SHIBUYA (Tokyo shopping and entertainment district) and talk to the middle-easterns standing by the corner of jewelry shop across SAKURAYA.

Marijuana cannot be found anywhere but hash is pretty easy to score.

Tokyo Marijuana Prices:
Good Hydro: 4,000- 7,000yen per gram depending on connections.
Nothing special, but works: 3,000- 5,500yen per gram again depending on connections.
Hash: 5,000yen pretty stable and close to this price.
If you buy 4 or 5 grams, sometimes you can get a small discount. It is recommended to do so – not for the fiscal reasons but because the more you buy at one time, the less you have to go there.

Brands: Marijuana brands in Japan are varied, and you may find imported Pot from Amsterdam (expensive), as well as local weed.
You will probably (not to say always) get bad stuff the first time, unless you push the man a little bit with something like “give me a good one, man”. By bad stuff I mean mostly old weed (you know, the one that doesn’t smell and leaves a bad bitter taste in your mouth). But then, if you come back, and if the guy likes you (if it’s a woman, be charming) he may start to give you some really good stuff. But you’re never sure. Sometimes, you’re not lucky and sometimes you thank god for the weed he granted you.
More information: Don’t smoke in public… Just don’t. It’s not worth it unless you’re sure that you’re in a totally safe place. In Tokyo, you’re almost always watched (…density…) but if you start losing yourself inside the small streets where only japanese “salary-man” go for work, you can sit and VERY dicreetly and silently lit up you joint (which you will hide behind your hand so that people don’t see the shape of it when you don’t smoke).
There are parks everywhere but they’re guarded (I mean there’ll always be at some point a man on duty telling you that you can’t be here) Roll up “cigarette sized joints” if you really want to smoke in a park.

In Tokyo, only REAL smokers can smoke. The others won’t get the motivation because of the paranoia level (price and risks..)
*THIS IS VERY IMPORTANT* Don’t cary any weed on you if you plan to buy things from a head shop. Head shops are pretty common in Japan, but it’s also common for the police to be waiting right outside, and trust me, they do search you.
