Fri, April 25, 2003: A bill which would have forced random drug testing on students who earn Tuition Opportunity Program for Students (TOPS) college scholarships was defeated.
May 5, 2004: The legislation, sponsored by members of the Louisiana Black Caucus, overturned many draconian mandatory minimums passed in 1996, and is expected to save Louisiana $60 million a year in reduced prison costs.
Law Enforcement: The cops here are horrible. All they live for is busting anyone thats ever thought about pot, from the dealers to the users. The undercovers are really bad too.
Police in Shreveport love finding drugs and/or drug users. Pot is really no different than Meth or Cocaine in the eyes of the officer. I’ve yet to hear of any S.P.D. officers letting anyone off for anything.
If you have a little shake in your car seat or floorboard, they will find it, and they will arrest you.
Where to buy marijuana in Shreveport: Theres pot in every neighborhood in Shreveport, but you have to KNOW someone. Due to the large numbers of undercovers out trying to get people, you cant just walk up on someone and ask them. If you’re not from here, you better have a friend here that can get it for you. There’s alot of racial tension, too, so its best to look among people your own race. (black people think all white people are cops, and vice versa)
Bossier City, Mooretown, Cooper Road, Hollywood, Queensboro, all over the city. You just gotta know the right people.
