Possession of 25 grams or less of marijuana is punishable by a fine of $100 for the first offense. For the second offense, the penalty increases to a $200 fine and for subsequent offenses the fine increases to $250 and a maximum of 15 days in jail time may be imposed.

Possession of greater than 25 grams or possession of any amount in public where the marijuana is burning or open to public view, is a class B misdemeanor and is punishable by up to three months in jail and a fine up to $500.

For possession of greater than two ounces, the penalty increases to a possible one year in jail and a fine up to $1,000.

Possession of greater than eight ounces increases the penalties to a possible one to one and a half years in prison and a fine up to $5,000. The penalties for possession of greater than 16 ounces are one to two and a half years in prison and a fine up to $5,000. For possession of any amount greater than 10 pounds, the penalty is one to five and half years in prison and a fine up to $5,000.

Delivery or manufacture of two grams or less of marijuana for no remuneration is punishable by up to three months in jail and a fine up to $500. For delivery or manufacture of 25 grams or less, the penalty is up to one year in jail and a fine up to $1,000. For amounts greater than 25 grams, the penalty increases to one to one and a half years in jail and a fine up to $5,000. Delivery or manufacture of greater than four ounces is punishable by one to two and a half years in prison and a fine up to $5,000. For any amount greater than 16 ounces, the penalty increases to one to five and a half years in prison and a fine up to $5,000.

Any sale or delivery to a minor is punishable by one to two and a half years in prison and a fine up to $5,000.

Possession or sale of paraphernalia is punishable by up to one year in jail or a fine up to $1,000.

Law enforcement: Sullivan County Sheriffs Department is prominent in the more remote areas of the county, while villages such as Liberty, Monticello, and Fallsburg have their own police forces. Small communities have Constables, but they are generally harmless. State Police are present in the Quickway towns of Liberty, Roscoe, Rock Hill, Livingston Manor, and Monticello. Most of the cops in the county are fairly lax when it comes to small timing. You have to really be an idiot to get caught, but if you give them a reason, they’ll gladly take it. Most people get busted here for hotboxing cars, smoking and riding, pulling stupid shit such as erratic driving or speeding while holding, etc.

Where to buy marijuana: In Monticello, Broadway is at your own peril. Used to be hip before Wal-Mart came and shut alot of the stores down. The Apartment complexes are even at greater peril, but a younger black or hispanic guy will probably know the deal and help you out if you approach the situation the right way. Also check the bars.

This goes for SuCo in general. With the recently enacted state wide smoking ban in most bars, clubs, and restaurants, cigarette smokers now congregate outside of bars or in enclosed foyers or designated areas. Look for the signs, striking up a conversation is easy and it is not uncommon to get hooked up in under three minutes.

In Liberty, the same rule applies, although the Village Police do their jobs very well, so it is advised to stay away.

In South Fallsburg in the summer it is possible to buy from vacationing hasidic jewish teenagers, or one of the local homeboys or ese’s. Woodbourne is great, too. Check these towns out on a Saturday night when the sabbath is over as they party hard then. Best of all the cops usually don’t come nowhere near these people. Tolerance is a beautiful thing.

In the smaller towns its all about who you know or who you get to know. You’d be surprised how many upstanding community members know what’s up.

Marijuana prices: nothing extraordinarily out of line, $100/oz for schwag from Mexico, $160 – $200 oz for some great mid-grade hybrids, $200 – 350 for kind bud, including pine tree, strawberry cough…and it’s not unheard of to pay up to $600/oz for some rare bud such as widow or perps.
