Paris, France

Laws

Marijuana/Cannabis (buds of dry flowers or bars of hashish) is NOT legal in France according to the law. Though it is tolerated. It’s OK as long as you avoid being too obvious. If you’re caught smoking weed in Paris as a tourist, you will most likely get a slap on the wrist, in some cases with a fine attached to it, but nothing much worse than that, so don’t be uber-paranoid, but still be discreet about smoking and don’t smoke in crowded places.

Law Enforcement

Police patrols (in cars / bicycle / walking) are scouting different areas and streets, but they are not aggressive with tourists. Most likely they will not say anything or look away. Avoid being too obvious, goes without saying. Keep in mind that the police may arrest you for any soft drug related activity. They may also look away, but there are fair chances of getting into trouble. The courts are a bit more forgiving, and tend to release small amount private users with a warning, but if you don’t speak French it is better to avoid any chance or risk whatsoever. Of course the written law itself is very strict and restrictive but it’s hardly ever applied in Paris. Don’t smoke in public spaces or cars -your car can be stopped by traffic cops and that smells … no good! – but don’t freak out, french people smoke a lot!

Our most recent report is: “Well if you got one or two Spliffs of hash there will be no problems if you keep it cool but if you got more than 10 grams then you will have a problem just hide it remember they can’t check what you got if they have not seen you smoking (but french cops are a bit rough so keep it cool again…..)

And another report is: “They don’t hassle tourists for MJ unless you make it so that they must arrest you.”

In the streets of Paris you can smoke freely whilst walking ; don’t hang in the hoods or in dark places and beware of parks (small ones) where cycle police sometimes does rounds. Otherwise its really no stress ; but it’s better to be safe thansorry, french police are not a pleasure to deal with generally speaking.

Marijuana and Hashish and any related action (buying, selling, growing, smoking), are a criminal offense imposing a penalty of two months to one year in jail in addition to a fine of 56 EUR to 1680 EUR, depends on circumstances, intention and quantity.

Where to buy Marijuana in Paris

Our local reporter had this extensive report on the latest scoring info: “Nowadays, it’s practically impossible to find good quality herb on the streets of Paris, the black “bro’s” and the arab “cousins” only hold low quality grade, and will most likely rip you off, unless you go to the suburbs … but even then, if one year ago, you could easily get a 10g bar of hash for 35 euros if you searched well and were not afraid to negotiate, this does not exist anymore. Nowadays, a 10g bar of good quality hash will cost you around 60-80 euros, and a gram of high quality bud will cost you around 15-20 euros.

Paris is a gigantic rip off if you don’t already know somebody, or can’t handle a discussion with the French “hustlers”.

Marijuana prices

Currently inside Paris, you will get a gram of bad hash for 30 euros or more. It’s a ripoff, and there are no more good places to make a deal inside the city. You must absolutely know someone (then, suddenly you get back to the normal prices, 1 barette = 50 euros of normal hash… A 12 grams of normal quality is around 60 euros presently. (from 30 in the suburbs, up to 80 or more inside Paris)

The prices for weed vary from one extreme to the other depending on who you’re dealing with … So its really hard to tell, but don’t buy by the gram if you don’t know the person very well ! a decent price should be 12-15 euros a gram but we also heard about 20 euro a gram to be standard price for tourists in Paris.

City Tale

One of the world’s hippest cities, Paris is known for its decadence. Whether indulging in a rich meal or sipping an array of legendary wines, this picturesque capital of 13 million has always offered its visitors unending opportunities for self-indulgence. And the indulgence of a potent joint is no exception.

William Butler Yeats reportedly smoked hash during a Paris visit in the spring of 1898. Jim Morrison most certainly enjoyed a few joints before he died here in 1971. Now, despite a government that has tried to sweep away even soft drug use, the French embrace of joie de vivre persists. “Most of the people of our generation take some marijuana frequently,” said Emmanuelle, a 27-year-old French woman. High quality pot is allegedly grown in the French wine country alongside the grapes that make up their famous vino, while catching a whiff of burning weed is not unheard of on the Paris streets.

On Sunday, our day off, seeing that none of us had family in Paris we’d all meet at the local Algerian cafe where we spent all day eating couscous, drinking Algerian wine, listening to Algerian Rai music and smoking some of the best Moroccan hash,” noted an Australian named RV.

Normally in France they roll a joint as a mixture of tobacco and hash right off a tiny brick, with a bus ticket for a filter end, to make the cigarette easier to handle, easier to smoke down to the bit,” said a visitor named Blinkin. He added that his French companions produced a cigar-sized joint of “realistically pure hash.”

Otherwise, Paris boasts endless nightspots with possibility ranging from huge dance clubs to seedy bars. The Montmartre and Pigalle areas have well-known red light districts that are likely to have a few people willing to supply for a price. but it’s better to avoid street dealers as you are most likely to get ripped off.

Toulouse, France

Legislation: Marijuana/Cannabis (buds of dry flowers or bars of hashish) is NOT legal in France according to the law. Though it is tolerated. It’s OK as long as you avoid being too obvious. If you’re caught smoking weed in Toulouse as a tourist, you will most likely get a slap on the wrist, in some cases with a fine attached to it, but nothing much worse than that, so don’t be uber-paranoid, but still be discreet about smoking and don’t smoke in crowded places. Toulouse is a more liberal place than most French cities, lots of young people smoke weed and it is socially acceptable in many social circles.

Law Enforcement: Police patrols (in cars / bicycle / walking) are scouting different areas and streets, but they are not aggressive with tourists. Most likely they will not say anything or look away. Avoid being too obvious, goes without saying.

Keep in mind that the police may arrest you for any soft drug related activity. They may also look away, but there are fair chances of getting into trouble. Our most recent report is: “If you smoke on the streets of Toulouse you will generally have no problems if you keep it cool but if you got caught with more than 10 grams on you then you might have a little problem, just hide it in your balls, remember they can’t search you if they have not seen you smoking (but some French cops love to keep it frisky so keep it cool)

And another report is: “They have bigger problems in France nowadays than looking for casual MJ smokers, as long as you don’t walk around with pounds of weed you should be just fine”

In most streets of Toulouse you can smoke freely whilst walking ; don’t hang in the hoods or in dark places and beware of parks (small ones) where cycle police sometimes does rounds. Otherwise its really no stress ; but it’s better to be safe than sorry, French police are not a pleasure to deal with generally speaking, and they do not speak ANY English (or they know how to but won’t speak any English just to make your life more difficult)

It’s always good to keep in mind that Marijuana and Hashish, just as Cocaine, Ecstasy and Heroin, and any related action (buying, selling, growing, smoking), are a criminal offense imposing a penalty of two months to one year in jail in addition to a fine of 56 EUR to 1680 EUR, depends on circumstances, intention and quantity.

Where to buy weed in Toulouse

Nice, France

Nice, the fifth largest city in France, is one of the jewels of the French Riviera. Located on the country’s balmy southern coast, the Côte d’Azur, the former Roman city bounced between French and Sardinian ownership until France took permanent ownership in 1860.

Nice, up the road from Cannes and Monaco, wraps around a Mediterranean bay and offers beaches, museums, walkways such as the heralded Promenade des Anglais and, of course, great night life. “For party animals, Nice is definitely the place for you,” said Krystynn, a visitor from Singapore. “Nice’s party crowd keeps on swinging long after the folks in St. Tropez and Cannes have gone home for the night.” Hash prices hover around 2 EUR per gram. Moroccan hash is far more prevalent in France than green bud, which can cost a little more. The French street slang for hash is “shit” and a “barette” is 10 grams. Pot is called “herbs” or “beu.” Be warned that “Chernobyl,” while touted to be a powerful strain of hash, is actually a nasty mix of cannabis that has been known to include toxic ingredients such as motor oil and shoe polish. As with most resort towns, the best way to find smoke in Nice is to keep your eyes, ears and nose open for people indulging down at the beach or some other remote spot. Otherwise, check out the clubs.

Nice has an abundance of nightlife. Krystynn suggested the disco inside the Negresco Hotel, as well as the clubs in the area of Rue Massena. Alexandre, a Nice resident, said La Suite, L4Ambassade and the Plasma Café are hot spots. Selene, another visitor, said the centre of Old Nice (Vieux Nice) is “rocking at night with everything possible.” She said must-see spots include Le Subway, The Bulldog and Les Trois Diables. Another notable is the Palousa, one of the biggest dance clubs on the Côte d’Azur, located at 29 Rue Alphonse Karr. For live music, a visitor named Wanja suggested the piano bar at Hotel Meridien at 1 Promenade des Anglais, the Latin and rock music of Blue Whales at 1 Rue Mascïnat, and the variety of bands at Chez Wayne located at 15 Rue de la Préfecture. She added there is gay and lesbian clubbing at Le Blue Boy, 9 Rue Jean-Baptiste Spinetta. <<>> This international resort’s sub-tropical climate makes it a year-round destination for anyone looking for a good time. One of the year’s highlights, however, is the wild Carnival in February. Another yearly event that fits well with a relaxing high is the Nice Jazz Festival in July, which attracts world-class talent. Although Nice is built for fun, visitors should keep in mind that France’s government takes a harsh stance on drugs. “No distinction exists between hard and soft drugs in French law,” explains pro-pot organization NORML. “In theory, all drug use is a criminal offence imposing a penalty of two months to one year in jail in addition to a fine of 53 to 1,625 EUR The group reports, however, that the courts are “flexible” in how they apply the law. Often judges will simply issue a warning if the defendant has been caught with an amount deemed for personal use. NORML explained that a 1978 order from the country’s justice ministry told prosecutors to take it easy on defendants brought in for cannabis. “The circular effectively decriminalized the use of cannabis leaf and resin in France,” NORML said. The attitude in France appears to be loosening further, with even members of Parliament admitting to past dabbling with soft drugs. Former Justice Minister Elizabeth Guigou said that periodic indulgence in a joint is “no tragedy.” However, many in France’s leadership are persistent in their public war against pot and hash. “Consuming soft drugs inevitably leads to hard drugs,” said President Jacques Chirac. “All serious people are aware of this.” A smoker named Goudvis had some practical advice for drug tourists who end up on the wrong side of the law. “If you do get caught, just play the dumb tourist. Tell [the police] you didn’t know it’s illegal in France and that you thought, and people told you, it’s legal throughout Europe,” he said. “They might keep you for a few hours or maybe even a night, but that’s just a scare.”

At Place des Halles – The Police usually try to do a sweep of the dealers once every couple of months. The dealers will know if one of these is going in and will either be more discreet or lay low for a week or two.

Where to buy Marijuana in Strasbourg: Place des Halles, a shopping mall on Quai Kebler. Plenty of North Africans hanging around inside and outside, give one of them a smile and a nod and he’ll take you around a corner to sell you some hash.

Prices: 20 Euros for a stick of Morrocan hash. Occasional rip-offs trying to charge higher prices or sell fake hash (smell before you buy).

Aix-en-Provence, France

Smoking tolerance level [1= very illegal 5=virtually legal]: 3

Legislation: Marijuana is illegal, punishable by fines and/or jail time. Check the pages for other French cities for more info.

Law enforcement: Whilst the police will not tolerating you smoking marijuana here, it is fairly safe to smoke in the street, walking around the town on a summer day you will see several groups of youths smoking hash in the streets, and are fairly safe as long as you do not buy from “Le Rasta”.

Le Rasta is the town’s main hashish dealer, sells to hundreds of customers. His police file is over an inch think. He has a network of apartments all over town where he will take you into a corridor to do the deal. However police hang out near his home and arrest his customers.

Where to buy marijuana: Hashish comes from Marseille and is widely available. Weed is very rarely available, and when you can find it, it is normally expensive and low quality. Arab teens can be found selling hash in Le Parc Jordan, or around Parc La Torse. Also in the side streets next to the cours-mirabeau, the area between O’sullivans pub and O’shannons, specifically, ask arabs outside “Netgamers” cybercafe. Hash is called “shit” here. Carry on past the top of the cours-mirabeau to find a sheesha bar by the name of “arabesc”.

Do not try to buy hash in Jas-de-Boufan, at best you will end up buying compacted soil, at worst you will get mugged at gunpoint. Never hand over the money until you have the hashish in your hand, some of the arabs devise elaborate plans to trick you of your money.

Marseille is a 30 minute train ride from Aix-En-Provence, you can get better deals there in the banlieues, but you really need to be fluent in French, buying in Aix needs virtually no ability to speak french.

Marijuana prices in Aix-en-Provence: Varies depending on who you buy from, but normally you can get a block of hash that will do you 5-10 joints for 20 euros. 20 Euros is almost always the minimum buy for hash. For weed the minimum is 40 or 60.

Types of marijuana in Aix-en-Provence: Most the hash here is good quality, the soapbar doesn’t seem to make it up from marseille.

Never believe what a dealer tells you is the quality of what they sell, it will always be exagerated.

More information: Its probably worth noting where to buy cigarettes “under the counter”. Most places selling cigarettes shut at 7pm, however there is “La Cintra”, a 24/7 bar run by the Mafia near la rotonde, they sell cigarettes under the counter 24 hours a day. Many other bars and cafe’s in town also sells cigarettes under the counter, it is a fairly common practice.

Cannes, France

Where to buy marijuana: Buying is easy when there is no major event in cannes, go to the promenade, across the casino, near the mcdonald’s and you will see some Marrocan teens.

If you will walk near them, they will ask you if you want hash.

few warnings: they might sell you mud so insist on checking the hash dont agree to go to back streets with them they might tob you!!! (it happened)

Marijuana prices: 30-50 euros for 12 grams of haschich, the weed can be from 50 to 90 for 12 grams.

Dijon, France

Smoking tolerance level [1= very illegal 5=virtually legal]: 3-4 but in France you can be unlucky

Legislation: very hard legislation as you know, all drugs are the same in the courts. Possesses can be judge for 1 year of jail, selling up to 10-15.

Law enforcement: Generally it depend on what kind of cops bust you, they could throw it on the floor or take you to the police station for few hours if unlucky.

Where to buy marijuana: My opinion is, it’s hard to find.

In ghettos near the city, usually no problem but be careful.

Place du président Wilson, in the day there are usually family walking around, but the night especially the summer you could perhaps meet someone for.

In the raggae/punk concert.

Marijuana prices: 5-10 euros per gram for commercial, and other craps, very often cut with something (but in France all is possible ^^ u could be lucky)10-15 per gram for acceptable stuff up to very good hash (hard to find).

Hash is most of time imported from moroco.

If u find weed you’ll be very lucky (and check quality, because, if u find good weed you’ll be very very lucky).

But be careful in France there were some case reported of cut weed with glass, sand, and other stuffs like sugar. most of time imported from netherland.

Limoges, France

Smoking tolerance level [1= very illegal 5=virtually legal]: 3

Legislation:

Law enforcement:

Where to buy marijuana: Go sit in the big square of Place De La Republique (the one with a fountain, adjacent to the big Monoprix store) at any time after noon and you will see many dealers of all races. It’s really quite obvious. They will usually take you on a walk to sell it as there is a police presence in this area. Hash only, some is very good.

Marseille, France

Smoking tolerance level [1= very illegal 5=virtually legal]: 2.5

Legislation:

1. Law= all drugs very illegal, 10 years for any ammount of any drug

2. executive clarification of law = fine with threat of 1 year.

3. Judges rule that “sick cannot be sent to jail” and that drug users are “sick”

4. drug users who arrive in court can ask to be deverted to treatment

5. roughly 19 out of 20 people sent to treatement for cannabis are told after their evaluation by a pschiatrist (this happens before you spend any time in treatment or counceling) that they are normal well adusted folks who happen to use a plant that happens to be forbidden

6. police lose interst in small cannabis busts and are told not to waste money on it

7. reactionary govt. arrives (Sarkozy) says to crack down

8. pschiatrists still insist that most cannabis users are normal folks

9. judges complain about wasting time on small cannabis cases

10. cops told by many local officials to not waste money on cannabis

However, Marijuana and Hashish and any related action (buying, selling, growing, smoking), are a criminal offence imposing a penalty of two months to one year in jail in addition to a fine of 56 EUR to 1680 EUR.

Law enforcement: The police you have to worry about are the “douaniers” the border partrol that operates wherever they want in France. They have their own laws though, instead of the threat of jail they threaten you with a fine for 20 grams or less. The “gendarmes” and the local police do not have the right to search for no reason like the douaniers but they may write you up or even take you in if you are unlucky. Judges give you the option of talking to an addiction speacialist and 95% of the time they report that you are just a casual normal person who happens to use cannabis and that is the end of it.

If you have a small amount most likely they will just take it away from you. i have smoked hash throughout the city in the streets and people dont care(as long as there not cops).

Where to buy marijuana: In the ghettos. I have personally never had any problem getting robbed in Marseille. I got ripped off once and threatened with an ass beating in Frיjus (a smaller city an hour and a half away) but in Marseille it’s set up for business. The organisations do not want their clients getting robbed and all in all you are very safe (the organizations usually have security and lookouts posted). deals are usually done inside stairwells (the folks outside tell you which stairwell to go in. There is usually a line of folks waiting, folks of all ages and classes, do not be afraid to go into the building. They make so much money selling hash that they have no interest robbing you, and they have so much security they are not afraid to pull out thousands of euros when you ask if they have change for a 50.

Look for the middle eastern people they usually just standin around and you can get some. I think is you dont speak french your screwed.

Marijuana prices: “commercial” in french like in english also known as shit is 20 euros for 10 to 15 grams. It is cut with something but usually not the worst soapbar. Hard brittle hash for the most part.

“Moroccan” 50 euros for 5 to 6 grams of good easily bendable hash that you can break up with just the heat of your fingers. If its cut with something I never tasted it. Seems to be second shake hash though, no chemical taste, smoke a tiny bit and you are blasted. (but not stuck to the floor like when you get top quality in northern africa).

Marijuana brands: afgani hash, morrocan hash

More information: People smoke in the street all over in France, in small towns and in big cities. In the south of France this is ever more prevelant as the weather is nicer and people are outside more often.

In the south the outdoor weed is as good as any from California but only around for 2 months of the year.

In the north indoor grown is more and more popular.

But hash is still easiest to get in most places.
