Legislation: The drug laws strictly prohibit the possession and use of any quantity of cannibis.
Law enforcement: The laws are strictly enforced by courts. Sentences for possession of ANY quantity of cannibis tend to start at 3 years for 1-28 grams, and are as high as 10 years for dealing quantities. That said, police are amongst the world’s most corrupt, so if you are caught in possession, you should immediately ask for a “ticket” and “fine” for this offence. K20-K50 (USD 5-12) is an appropriate amount.
Most of the people who get caught are poor, and do not have the resources to bribe or defend themselves (police always cut corners with prosecutions so a decent lawyer will be able to get anyone off). General society tends to view marijuana use with the same seriousness that heroin or cocaine are seen in most developed countries.
Where to buy marijuana: Mini street vendors that sell cigarettes, drinks and a local chewing nut will always know where to score, or have some themselves. Be sure to not score in front of police though, and dress down (shorts, t-shirt, unshaven etc – this avoids attracting attention, as white foreigners will always stand out on the streets, since foreigners tend to drive places, not walk). A better alternative is asking security guards (common on nearly every large building, apartment or shop) to score for you and highlight the possibility of repeat business, or a second payment on delivery, to ensure they do not run off with your cash.
Sellers at markets will also have stuff on hand, or nearby contacts, but avoid asking women and guys over say 25ish. The women are likely to be mothers with pothead sons who may turn you over to cops or at least give you a lecture about clean living and god.
Lastly, and most easily and discreetly, the caddies at Port Moresby golf course can always provide you with weed on course, or nearby the entrance if you don’t play golf.
Marijuana prices: Weed is most commonly sold as individual foil wrapped buds, for K1-2 (USD $0.30-$0.60) each. Prices tend to vary based on demand, not quality, since hydroponic or imports are not available.
Marijuana brands: Gear throughout the country tends to be grown naturally in the highlands and transported. Dealers will very rarely carry varieties. Quality is dependant on demand – in summer at the coast, high demand will result in high prices for average dry gear. At other times, tight neat potent bud will be cheap. It can be somewhat random.

Legislation: Like many Asian countries, Korean law treats the use, possession, sale, cultivation and trafficking of drugs very seriously. Large scale trafficking of drugs including Marijuana can result in the life in prison or even the death penalty. The penalty for dealing is 5 years to life, while even simple possession can run a sentence of up to 5 years. Unlike many other countries, failing a urine or hair follice test, which can be given randomly by the police, or even admitting to drug use in other countries is treated the same as if you actually were in possession of the drug itself. Foreign citizens convicted of use or possession usually serve 3-6 months in a Korean prison, are fined $1000-5000 and then deported. Courts will sometimes reduce these sentences if you can provide information resulting in the arrest of one dealer or five other users.
Law enforcement: Korean police will arrest you, and unlike some countries bribery is not an option. Korea has an amazingly large police force and an almost non-existant crime rate, meaning police will not look the other way for minor drug offenses. Police patrol neighborhoods, parks, and open areas heavily by car, motorcycle, and on foot. Private citizens will also call the police if they see or smell you smoking. There is virtually no tolerance for any drug use by the local polulation. If you are arrested you will go to prison, and there are no exceptions for foreigners. However, smoking weed is almost non-existant in Korea, and most Koreans would not know what Marijuana smells or looks like. However, if you are caught, you are pretty much SOL.
Where to buy marijuana: It is basically impossible to buy Marijuana in the city of Incheon. The local population really does not smoke, and the tiny expat community is mostly too afraid of the law to attempt it here. Asking any local will likely result in a police call – if of course the local speaks enough English to understand you. Many expats will be sympathetic but will not help out of fear of legal reprecussions. Seoul, however, is a short subway ride away and there is a small amount of weed to be had in the foreign neighborhood of Itaewon. This is the only place in all of Korea where I have seen or smoked weed. White hippe types and possible some of the West Africans will be able to point you in the right direction if you have the chance to get to know them. However, asking randomly on the street, even here will likely land you in jail. Your best bet is to go to a hookah cafe or a reggae bar in Itaewon, start a conversation with a (non Korean) hippie type or African immigrant, buy that person a drink and eventually talk about the “scene” in Korea. Avoid being too direct at first or you might scare the person away. If you meet the right people you should be able to score something or at least be smoked down. Keep in mind that many expats in Korea smoke back home but are too afraid to smoke in Korea or too poor to afford the high costs.

More information: Coming from someone who has not only smoked weed in nearly 15 countries, but has also carried reasonable amounts across intl borders, let me say that smoking in Korea is probably not worth the risk. Smoking weed is completely taboo here, and discussing your favorite past time with any locals – even young trendy ones – will likely land you in jail. The number of dealers is tiny and the cost is prohibitively expensive. There have been a number of recent articles in the local media accusing foreigners of bringing their “drug problems” to Korea, and many Koreans assume that all foreigners do and deal drugs. As a result there is a great deal of racial profiling against all non Koreans here, and you can serve hard prison time just for failing a drug test. If dealers are caught they will most certainly turn in their clients in exchange for a reduced sentence, and if accused you will be required to submit to a drug test. The majority of expats I know here were crazy stoners back home (like myself) and now refuse to touch the stuff out of fear of repercussions. If you want to continue smoking the fine herb, Korea is not the place for you – go to Europe or other Asian countries like Cambodia, Laos, India, Nepal, or even Thailand. If you insist on smoking here and manage to find a source, you should only smoke in your own apartment (with windows open and with cigarettes or incense burning) and not tell anyone what you are up to. The one thing you have going for you is that the locals will not be able to tell you are high, and will just assume you are drunk if you do act impaired. Likewise if you do happen to have an encounter with the police here and you are high, just act like you are drunk (sway a bit and slur your words) and no one will suspect anything. Korea can be a fascinating country to visit or live in, but is one of the last places in the world I would want to smoke (and I have been to nearly 25 countries and smoked in at least 15 of them).

Where to buy marijuana in Lisbon: Downtown, near the Baixa (where all the tourists go, & with good reason – it’s delightful), go to Praחa Martim Moniz. There are African guys hanging out there, sitting on the wall by the oleander bushes. I didn’t even need to ask around, they asked first: “queres fumar?” (do you want to smoke, pronounced “keresh fum’).
I also got approached on the main street going up from Martim Moniz, rua da Palma (you won’t miss it – it’s the street with the tram lines: a trip on the old trams being a must for any visit to Lisbon)
I have very rarely bought on the street, but it seemed safe enough & not at all seedy, though the area around there is rather run-down. There seem to be no shortage of dealers, all perfectly normal-looking young black men (some with the rasta look).
There were cops around the area, including a van load round the back of the market on the square, but they are clearly not bothered about the trade.

Where to buy marijuana in Manila: Sagada-sagada is a haven for pot smokers, its kind of like Amsterdam because it has coffee shops and the locals are very tolerant (in fact they encourage cannabis), it’s a tourist destination for hiking trecking and other out door activites, Once you get down the bus locals may offer you anything from sensi, pollen, hash to charas. Sagada is famous for its pollen and hash. its very easy to get any cannabis products here. the police will only catch you if you smoke near the station, otherwise its okay, you can smoke in your room or better yet in the mountains while doing a treck. Sagada is about 14hrs from manila, you take a bus that goes straight to Bagiou the you take another one that goes to Sagada, the ride is pretty rough but when you get there its woth it. Miraflores is the place where all the gringos are, and where there are tourists, there are people selling things to tourists. If you go the park near the Ovalo de Miraflores, especially during the night, especially on the weekends, you will surely get offered marijuana. However, you may not recognize it right away.
There are men who stand near the crosswalks by the Avenida de Pizza, a little walkway full of touristy restaurants and discos. These men have little papers, often with semi-nude women on them that they hand out to everyone. You can easily ignore them, but if you give them a second to explain, they will probably ask you if you want some pot. It is called yerba most of the time, but you will get the picture. If you turn them down, they will offer coke, then prostitutes.
Other ways to buy pot:
-Know someone who smokes pot and has connections.
-Make friends with random drunk Peruvians (most are anxious to talk to gingos for one reason or another), and ask them how to get it. They can at least give you some tips.
Marijuana prices: It really depends. You can find small packets (1-2gr) of decent herb in Miraflores for 10 – 20 soles. Or you can get some decent stuff, although slightly seedy, in Barranco for 20 soles for around 10gr and 40 soles for 30gr. Ask around.

a word of warning.. Police do patrol these areas, and so do undercover cops. On the 4th day of smoking at the same park with locals we met, we were busted by undercover police. I can’t give much advice on how to avoid getting caught. That’s your choice!
Where to Buy Marijuana in Kristiansand: During the Quart Festival period marijuana can be bought outside the festival in a small park which faces the seafront and has 3 fountains in it.. Simply turn left before going over a bridge towards the music, and walk with the seafront through the sponsor area (you don’t need to have a wristband or ticket to be in this area). Keep on walking until you see the park, it’s only a few hundred meters.
Me and a friend, easily picked up 1.5g’s of perfectly block-formed dark hash.. Can’t say a bad thing against it. Just sit on the grass, and make friendly eye contact with potencial dealers..
